Sweet Chili Chicken Wings (Level 2)

2lbs chicken wings, 0.75cup sugar, 0.75cup water, 0.5cup white distilled vinegar, 2tbsp soy sauce, 2chilis Fresno chilis, 2tbsp cornstarch, 2tbsp sambal oelek, 4cloves garlic, 0.5inch ginger, 1cup all-purpose flour, 2cups potato starch or cornstarch, 3quarts vegetable oil for frying
Instructions
1. Combine sugar, water, white distilled vinegar, soy sauce, and seeded chopped Fresno chilis in a pot and bring to a boil.
2. Whisk a portion of the hot liquid into cornstarch to make a slurry, then pour back into the boiling pot to thicken, and cut the heat.
3. Stir in sambal, chopped garlic, and minced ginger, then let the sauce cool.
4. Dredge the cured wings lightly in a mixture of all-purpose flour and potato/corn starch.
5. Fry the dredged wings in 350 Fahrenheit oil for about 8 minutes until golden and crisp.
6. Toss the fried chicken in the sweet chili sauce and serve.
