Mussels with Garlic White Wine Broth

900g live mussels, 470ml white wine, 1head garlic, 1small shallot, 1whole lemon, 2tablespoons butter, 1tablespoon olive oil, 1pinch red chili flakes, 1handful fennel fronds, 1pinch salt, 1pinch black pepper
Instructions
1. Clean the mussels by pulling off any beards and washing them thoroughly in a strainer.
2. Finely chop the whole head of garlic and slice the shallot into very thin, long strips. Chop your chosen fresh herbs, such as fennel fronds.
3. Heat a large pot over medium-low heat. Add butter (and optionally olive oil) to the pot. Do not brown the butter, shallots, or garlic; aim for bright, fresh flavors.
4. Add the chopped garlic and sliced shallots to the pot and cook for about 90 seconds, just enough to soften them without browning.
5. Pour in the white wine (about 1 cup per person). If not using wine, use water or seafood stock with a splash of white balsamic vinegar at the end. Add red chili flakes and grind in some black pepper. Do not add salt yet.
6. Zest a lemon into the broth for freshness. Cut the lemon into wedges, reserving some for the table.
7. Add the cleaned mussels to the pot. Cover immediately to trap the steam.
8. Cook the mussels for about 5 minutes total, checking after 2 minutes. They are done when all the shells have opened. Avoid overcooking to prevent the meat from shrinking and becoming rubbery.
9. Using a slotted spoon, lift the mussels out of the pot a few at a time and transfer them to serving bowls. This prevents shells from shattering and allows for inspection.
10. Taste the broth and make any last-minute adjustments, such as adding a pinch more salt or squeezing in a lemon wedge.
11. Stir in the chopped fresh herbs (like fennel fronds) into the broth just before serving to keep them green.
12. Pour the hot broth over the mussels in the serving bowls. Serve immediately with crusty bread for dipping.
