General Tso's Chicken

0.25cup white vinegar, 3tablespoons soy sauce, 3tablespoons sugar, 2.25cups corn starch, 1.5cups water, 0.5cup hoisin sauce, 2lbs chicken thighs, 4.25cups vegetable oil, 4cloves garlic, 2tablespoons freshly graded ginger, 1pinch red chili flakes, 3pieces egg whites, 0.5cup all-purpose flour, 0.5teaspoon baking soda
Instructions
1. Whisk together white vinegar, soy sauce, sugar, corn starch, water, and hoisin sauce in a bowl to create the sauce and marinade.
2. Add six tablespoons of the marinade to chicken thighs in a zipper top bag, push out the air, and marinate in the fridge for about 30 minutes.
3. Measure two cups of the sauce to cook down later, leaving some remaining for the batter.
4. Heat a tablespoon of vegetable oil in a wok on medium heat, add garlic, ginger, and red chili flakes, and cook for about one minute.
5. Add the two cups of marinade to the wok and whisk constantly for about two minutes until thick and glossy, then set aside.
6. Prepare the batter by whisking egg whites in one bowl. In another bowl, combine corn starch, all-purpose flour, remaining marinade, and baking soda.
7. Dip chicken pieces into the egg whites, then press them firmly into the dry corn starch and flour mixture.
8. Heat vegetable oil in a Dutch oven to 350 degrees Fahrenheit and fry the chicken in two batches for about four minutes until golden brown.
9. Bring the sauce back up to a bare simmer on medium-low heat, add all the fried chicken, and toss together for less than a minute.
