Vivian Chan-Tam's Hand-Pulled Noodles

Ingredients
4cups bread flour, to taste salt, room temperature water, for oiling neutral oil, to taste chile oil, bunch scallions, bunch cilantro
Instructions
1. In a bowl, mix bread flour and salt. Gradually add room temperature water, folding in the beginning until dough comes together.
2. Turn dough out onto a clean surface and knead for about 10 minutes until it becomes tight and elastic.
3. Shape dough into a ball, wrap tightly with plastic wrap after coating with neutral oil, and let rest for 20 minutes.
4. Divide the rested dough, roll each piece into an oval about one foot long and 4 inches wide, brush with oil, cover with plastic wrap, and rest for 3 to 6 hours.
5. Cut the rolled dough into strips, gently pull them to your desired length and thickness, and repeat for all pieces.
6. Drop the pulled noodles into boiling water, cook until they float (about a minute), then scoop out and transfer to a serving bowl.
7. Dress the noodles with chile oil, scallions, cilantro, and black vinegar to taste.
