Korean Potato Pancakes (Gamjajeon)

2ea potato, 0.5tsp salt, 0.25cup water, 0.25cup chives, 1tbsp cooking oil, 1ea bell pepper, 2tbsp soy sauce, 1tbsp vinegar
Instructions
1. Peel the potatoes and rinse them in cold water.
2. Cut red and yellow bell peppers into small strips for garnish.
3. Chop Asian chives (buchu).
4. Cut potatoes into smaller pieces and add them to a food processor with salt, water, and chopped chives.
5. Blend until smooth.
6. Strain the blended potato mixture through a sieve to separate the liquid and collect the potato starch.
7. Wait about one minute for the potato starch to sink to the bottom of the liquid bowl.
8. Discard the excess water and mix the settled starch back into the potato pulp.
9. Heat up a pan with cooking oil over medium heat, spoon the potato mixture into small round pancakes, and fry.
10. Garnish the pancakes with bell pepper strips and flip until crispy on both sides.
