Homemade Potato Rolls and Scratch Sloppy Joes

360g all purpose flour, 45g potato flour, 28g dry non-fat milk, 2tablespoons sugar, 2teaspoons instant dry yeast, 1.5teaspoons kosher salt, 230ml lukewarm water, 60g unsalted butter, 0.5teaspoon baking soda, 1pound ground beef, 0.5cup red bell pepper, 0.5cup green bell pepper, 0.5cup white onion, 2slices bacon, 2cloves garlic, 1tablespoon chili powder, 2.5tablespoons tomato paste, 0.5tablespoon flour, 8ounce tomato sauce, 0.25cup ketchup, 1tablespoon Worcestershire sauce, 1teaspoon paprika, 0.5teaspoon mustard powder, 1tablespoon red wine vinegar, 1teaspoon chicken bouillon, 1.5tablespoons brown sugar
Instructions
1. Combine all purpose flour, potato flour, dry non-fat milk, sugar, and instant dry yeast in a stand mixer bowl. Whisk to combine.
2. Add kosher salt, lukewarm water, and unsalted butter. Knead with dough hooks on medium-low speed until cohesive, then medium speed for 5 to 7 minutes until smooth and elastic.
3. Place in a lightly greased bowl, cover with plastic wrap, and let rise for about one hour until doubled in size.
4. Divide into six equal pieces, form into tight balls, and place on a greased parchment-lined baking sheet. Cover and let rise again until doubled.
5. Bake in a 350 degrees Fahrenheit or 175 degrees Celsius oven for 15 to 20 minutes. Brush tops with melted butter and cool completely on a wire rack.
6. Combine baking soda with a little water and mix into ground beef along with kosher salt. Let rest for 10 minutes.
7. Mince and cook bacon in a cold pan over medium heat for about 5 minutes until crisp. Pour off all but 2 tablespoons of fat.
8. Add onion and sweat for a couple of minutes. Add red and green bell peppers and cook for 4 to 5 minutes until soft and caramelized.
9. Push veggies aside, drop in beef to brown. Mix together once beef is slightly pink, then crush in garlic, chili powder, and tomato paste.
10. Add flour, tomato sauce, ketchup, Worcestershire sauce, paprika, mustard powder, bacon bits, red wine vinegar, chicken bouillon, brown sugar, salt, and pepper. Simmer for about 10 minutes.
11. Toast and butter the homemade potato rolls, then pile the sloppy joe mixture high on top.
